Why Do the Top Tablet Manufacturing Companies Such as Samsung and Apple, for the Latest and Newest "Flagship" Tablets, Always Receive Previous Generation Chipsets?

Specifically, Im talking about Samsung and Apple, because not only is the Exynos(or Snapdragon) and A chips, competitors, so are the devices they inhabit. Perhaps more importantly, these two companies, up until now, were the only ones to release non-gimmicky, Consumer Grade Premium Tablets, to the market.

I remember a time when tablets were a complete joke to me, useless compared to a laptop, I used to think. Today, my usage of a Tablet over a PC, is something like, 10 to 1. They were able to transform Tablets from just a gimmick, to an actual suitable alternative to PCs. Trading Power for convenience, and casual usage mainly. Still, it seems they increasingly become more work/business, and gaming capable. The Stylus's increasingly become as useful as Mouses are to the PC.

Now, on to what puzzles me so much about all this. Tablets are arguably much more demanding then smartphones, they are on average(blind estimation) 5 x as large. Of course this is highly variable, but you get the point.

It makes no sense to me that not ONLY are the newest flagship released AFTER the latest flagship Samsung or Apple smartphones, they also have LONGER periods of time between release. I know with Samsung, it's about 18 months a cycle.

So...why? Why can't they be equal at least to the smartphones processing capabilities, why use last gen technology, why is it that even the RAM is either equal or LOWER? I love my Tab S3, but it annoys me that Galaxy s8 or even Note 8 which I also have is league's better in performance. Now the S9 is out, which even further humiliates Samsung's current Flagship Consumer Tablet.

I would speak more about Apple, but the truth is, I don't know all that much, just that they too can make tablets. If not for Samsung, Android would be a laughing stock when it comes to a well made, every day use, mass market, tablet. Amazon really blew it if you ask me. They started out promising, now look at their tablet lineup. It looks like it was made for welfare recipients(no offense, it's just every tablet they have is a budget one, WHERE ARE THE AMAZON HIGH END TABLETS?!?)
